1:2 Ratio
If you can't have a 1:1 ratio, 1:2 is the next best thing! There are SO many options to explore with tech. Students can have a designated tech partner to share their device with. Or you can have rotations where students get to use tech every other day. Almost any website or app will work for you in this situation. Of course, you can always find ways to adapt your teaching to use any of the software mentioned in the 1:10 and 1:5 ratio pages as well. With so much tech, your students will get frequent exposure to software that will enhance their learning.
In addition to Google Classroom, HyperDocs, and Seesaw, here are more ideas for ways to use tech with your students.

Haiku DeckThis is perhaps the most simple app to create a seamless presentation. Students can start with a template or start from scratch to create visually appealing presentations using the millions of free Creative Commons images that Haiku Deck supplies. I love it because the minimal text means the focus is on presenting the knowledge versus reading from the screen. Learn more here. You can even create your own presentations to jazz up your lessons or presentations. This is the perfect tool that works as an independent assignment or collaborative group work. Click here to see some beautiful Haiku Decks and get your creative juices flowing.
